Dangerous goods are substances which can pose a hazard to either:

Health, Safety, Property, or the environment

A point on terminology. Hazardous substances, hazardous materials and dangerous goods are the same. They are just different terms. Typically, Dangerous Goods is the term used for hazardous substances while they are in transport. In the UK a hazardous substance becomes a dangerous good when transported. In the US hazardous substances are termed hazardous materials or hazmat

Most goods are not dangerous enough to require special rules during carriage

But many goods including everyday items, have the potential to cause harm. Here, additional rules exist to protect people.
