Assistant Procurement Manager - Public Sector (Interim)
  • Day rate: up to £166/day
  • Location: Stevenage
  • Job Type: Full-time

We are seeking an Assistant Procurement Manager to support the Procurement Manager in enhancing the procurement function within the Council, with a particular focus on the HRA Housing Function. The ideal candidate will be the HRA procurement expert within the procurement team and will have local authority experience, especially in the Housing sector.

Day-to-day of the role:
  • Assist in developing procurement best practices and continuously review and revise processes to maximise benefits in terms of quality and cost.
  • Act as the Council’s expert on procurement in the Housing Function and support corporate purchasing issues.
  • Provide guidance on the legislative framework governing procurement, including EU Procurement Directives and Contract Standing Orders, to mitigate legal challenges.
  • Maintain a corporate overview of Council spend patterns, including issues of aggregation and contract compliance.
  • Maintain the Council’s corporate contracts register.
  • Advise on authority and best practices around procurement.
  • Work on housing revenue account projects, including replacement contracts for decent homes, repairs and voids, door entry systems, electrical testing contracts, and potentially a damp and mould contract.
  • Collaborate closely with the team at the depot for gas recycling, fire stopping, compliance, and other activities.
  • Analyse spend data and manage/maintain the contracts register to ensure compliance across the board.
  • Possibly develop evaluation spreadsheets.
Required Skills & Qualifications:
  • Experience in local authority procurement, particularly in the Housing sector.
  • Knowledge of the legislative framework governing procurement, including EU Procurement Directives.
  • Ability to develop and revise procurement processes for improved cost and quality outcomes.
  • Experience with e-procurement systems, preferably “intend”.
  • Strong documentation review and management skills.
  • Proficiency in creating and managing evaluation spreadsheets.
  • Excellent communication and collaboration skills.
