The Greater London Authority are looking to recruit a Programme Officer on a 3-month interim basis. This role sits within the Skills and Employment Unit, which promotes and delivers the Mayor’s Skills for Londoners strategy. This role is pivotal in managing the budget and performance of the Skills and Employment portfolio, ensuring successful delivery and compliance with regulations. The ideal candidate will have experience in project and programme management, with a strong understanding of Programme Management Office functions.

Day to Day of the Role:

  • Develop and maintain robust Programme governance in alignment with Mayoral approvals and guidelines.
  • Monitor programme delivery, outputs, results, and expenditure, ensuring risks and issues are properly recorded with mitigating controls in place.
  • Produce high-quality programme reports and dashboards for various stakeholders.
  • Contribute to the provision of programme tools, systems, templates, and processes, and provide training and support to Provider Managers.
  • Assist with additional programme and performance management assignments, including the Corporate quarterly Performance dashboard.
Required Skills & Qualifications:
  • Strong Systems Skills: The ideal candidate should be demonstrably competent in areas such as document governance, project management, or systems change.
  • Process Mapping and Documentation: The key project involves process mapping and creating comprehensive documentation.
  • Demonstrable experience in project and programme management, including project planning, financial and performance analysis, risk management, issue resolution, and evaluation.
  • Proficiency in MS Excel and the ability to develop reports and dashboards. Knowledge of Power BI, SQL, or SPSS is highly desirable.
  • Strong IT skills, experience with financial and claims management systems, excellent report-writing skills, and a high level of numeracy.
  • Understanding of records management, GDPR, and its implications on data processing and sharing.
  • Experience with the Adult Education Budget or Skills and Employment programme is highly desirable.
