Place of work: Neath, Port Talbot, Carmarthen
Type of Contract: Contract till April 2025
Hours of work: Monday - Friday 35 hours per week (Plus out of hours cover on rota basis) 
Salary: Up to £40,307
 
Job Summary:

The Asset Officer will be required to undertake the Surveys which underpin the main databases of the team.  These include, but don’t limit the duties of stock condition surveys, energy performance surveys including lodging to landmark and Welsh housing quality inspections. It will also be a requirement to prepare tender and contract documentation for the associations Planned and Cyclical schemes as prescribe by Asset Surveyors.
  
Core Responsibilities:
  • To carry out stock condition surveys of the Associations properties and upload information on to the Lifespan stock condition system.
  • To organise workload based on properties or components that require inspection and making appointments and arrangements to carry out inspections.
  • To identify components / items requiring replacement using information provided by the stock condition system, along with reference to other staff members (Maintenance Officer, Repairs Team Operatives) where premature failure may be evident.
  • To carry out management inspections of properties and / or communal areas on an ongoing basis in relation to fire risk assessments, asbestos, legionella checks, etc. or other work of a health and safety nature.
  • To prepare schedules of work as and when required for the associations planned improvements works including but not limited to roof renewal, window, and door replacement together with kitchen and bathroom replacements.
  • Assist in the selection and organization of tenders.
  • Where required act as the Principal Designer / Clients representative in accordance with the CDM Regulations 2015 (or as amended).
  • To advise the Asset Surveyors where properties need major repair, including measured surveys and or stock profile condition survey.
  • To undertake Energy Performance Certificates (EPC’s) on properties as part of the stock condition surveys as required to occupied or void properties and lodge to landmark.
  • To undertake surveys to gather information on the Group’s stock and its compliance with the Welsh Housing Quality Standards (WHQS).
  • To prepare drawings, tender documents, and schedules of work for various types of works to various properties including liaising with other internal teams in the delivery of Physical Adaptation Grant work.
  • On occasion, to monitor and report on the performance of contractors and components.
  • To have competent IT skills suitable to analysing and interrogating various internal IT systems checking the validity of information and producing reports from this information.
  • To liaise with staff from other parts of the department to update relevant databases with completed work on void properties.
  • To liaise with the other members of the department to ensure the smooth running of the department.
  • To deal with enquiries and correspondence relating to the maintenance department and maintain effective administration systems.
  • Be aware of and comply with Statutory and Legal obligations, the Groups corporate aims, values, policies and procedures, tenancy conditions and good practice.
  • To work flexibly across the maintenance department during times of staff shortage, sickness, leave, etc.
  • To participate in the operation of the groups out of hours emergency repair service, which will include being on call on a shared rota basis. This will also involve being able to answer queries made by contractors, the call centre, or tenants during these periods.  In certain situations, this will include a requirement to attend properties to ascertain the full extent of the problem and assess any re-housing issues, in the event of fires or severe floods, etc.
  • To issue works orders up to the limits specified in the Groups financial regulations.
  
Role specification:
 
  • Formal building qualification (HNC/HND) or equivalent Construction / Building knowledge.
  • Practical knowledge of building practices, systems, and components.
  • Able to prepare schedules of works advise on property conditions and prepare costs against these.
  • Able to Undertake Stock Condition Surveys and Energy Performance surveys requirements.
  • Knowledge of Welsh Quality Housing Standards, Housing Health and Safety Rating System and issues that affect Registered Social Landlords.
  • Sound numerical skills and be able to work to a budget.
  • An understanding of Health and Safety in relation to properties and be able to carry out fire risk assessments, asbestos and legionella checks etc. and knowledge of CDM Regulations 2015 (or as amended).
  • Practical experience in customer or solution focused services
  • Experience in dealing with tenants, contractors, housing associations, local authorities, and other agencies.
  • A practical knowledge and understanding of the ‘Vanguard’ method.
