Reed Talent Solutions are currently working with a Huddersfield based Local Authority to recruit a Business Analyst on a permanent basis. The post-holder will work as part of the Data Management and Engineering Team, playing a critical role in the technical change delivery process by ensuring technical development requirements are well defined and well supported through the creation and maintenance of technical documentation.

Key Responsibilities

  • Contribute to a successful, efficient, and effective Data and Insight Service, supporting services and decision-makers to understand how much (volume) and how well (quality) they are doing and what difference (impact) they are making to service users, customers, citizens and communities in Kirklees.
  • Understand and develop business requirements for change, translate these into technical requirements and support the delivery of those requirements into production.
  • Undertake research and analysis to understand business processes, with consideration of the human and technical factors.
  • Proactively identify areas for improvement, explore feasibility options, analyse the effects of change, and define success measures.
  • Identify and elaborate user and business needs to enable effective design, development and testing of data services.
  • Make decisions related to prioritisation and minimum viable products by taking a value-led approach.
  • Ensure new data products and services meet service and user needs and are aligned with Council goals.
  • Encourage and enable services to focus on impact, outcomes, and value for money.
  • Build strong relationships and work with technical and non-technical stakeholders to gather, interpret and analyse data requirements.
  • Support opportunities for collaboration within and between council services and partner organisations, share good practice and foster a culture of continuous improvement.

Essential Criteria

  • Accepts a basic DBS check is required. Please note that a conviction may not exclude candidates from appointment but will be considered as part of the recruitment process.
  • Related professional qualification in, and/or significant experience of, undertaking technical business analysis within a large and complex organisation.
  • Experience of identifying and analysing IT system capabilities, identifying gaps in functionality and making recommendations for improvement.
  • Experience of interrogating databases utilising SQL, mapping, specifying, and documenting 'as-is’ and 'to-be’ data models for use by data developers/engineers based on business needs.
