The Strategic Resource Option (SRO) Programme, focused on two new multi-billion-pound raw water reservoir developments - Fens and Lincolnshire Reservoirs in the East of England - is the largest and most complex ever undertaken by Anglian Water. The Programme is required to secure planning approval for each these schemes as Nationally Significant Infrastructure Projects (NSIPs) via the Development Consent Order (DCO) route. Also, to establish the delivery stage procurement of future licenced regulated entities known as Infrastructure Providers (IPs) to design, build and finance the reservoir systems, with Anglian Water as operator, and ultimately provide a new potable water supply to customers.

Fens Reservoir is being jointly promoted by Anglian Water with Cambridge Water ultimately serving both companies' customer bases; with Lincolnshire Reservoir being an Anglian Water only scheme.

Programme development funding, secured via the RAPID/Ofwat regulatory process across both AMP7 & AMP8, is likely to be above £500m. Delivery capex costs for the IP entities post 2028/29 to build and finance the reservoirs, for which procurement and project financing needs to be established, is expected to be above £5 billion.

This is a critical and strategic role leading commercial, procurement and regulatory aspects to design and establish:

Programme Delivery Partners

Main Works Contractors and wider delivery supply chain

IPs to fund and ultimately own the projects as new regulated entities, i.e. "New Reservoir Companies"

Bulk supply arrangement contracts for Anglian Water and Cambridge Water to buy water from the IPs Independent Technical Advisor(s)

What will you be doing?

The Commercial and Procurement Director (Reservoir Developments) will be responsible for overseeing all aspects of project finance procurement relating to the Programme. This will involve leading planning, structuring and procurement phases to create and launch the future infrastructure delivery entities.

You will play a critical role in achieving the required outcomes for the project, the business, our regulators, owners and customers. You will hold key relationships with the market, investors, Ofwat and other external stakeholders (e.g. Cambridge Water, EA, DEFRA, Government, rating agencies) to ensure strategic outcomes are achieved.

You will use your proven strategic thinking, excellent influencing abilities and demonstrated deep understanding of project finance concepts to effectively manage and engage multiple senior internal and external stakeholders.

You will lead a team operating within a matrix structure with functional and specialist/expert support operating at senior executive level both within Anglian Water and externally with regulators.

Your strong and effective leadership of others will ensure all milestones are met and Programme delivers successful outcomes.

What does it take to be successful?

  • Extensive senior-level commercial and procurement leadership experience at a strategic level managing complex infrastructure development and delivery at the £multi-billion project/programme level

  • Direct project financing experience, including setting up and executing the funding of large (relevant scale) deal transactions

  • Experience of working within a regulatory environment to design, negotiate and deliver infrastructure delivery models

  • Commercial and procurement leadership of large (relevant scale) design and build contractor procurements and management

  • Experienced and inspirational leader of multi-discipline, multi-organisation blended delivery teams

  • Extensive experience of managing multiple stakeholder groups both internally and externally

  • Professionally qualified and experienced - for example within a relevant recognised procurement, commercial, finance, legal or engineering and/or project management institution

  • Able to operate with gravitas and credibility at an executive level, partnering with external stakeholders and uniting different stakeholders to lead cross functional teams to deliver a significant infrastructure programme
