What does the job entail?

On behalf of Warwickshire County Council, Pertemps Recruitment have an exciting opportunity for a Commissioning Review Consultant to work on a 30 day project. This is a high-profile post and would be an ideal opportunity for someone who has worked as a Commissioning Review Consultant, that is looking to further develop their experience within Local Authority.

You will achieve this by:
  • Undertaking an independent review of the commissioning arrangements associated with the WCC Education Service
  • Confirming the AS IS position of all services commissioned by the WCC Education Service
  • Finding out what the current Commissioning Intentions are of the Education Service.
  • Determining if there is a clear vision for how commissioned services should be used to support the delivery of education objectives.
  • Investigating Whether there are any areas of duplication across the services that are commissioned
  • What micro commissioning and/ or spot purchase arrangements are in place, and for what service
  • Identify any current gaps in the commissioning of services as required by current or emerging statutory requirements.
  • Whether there are any services provided 'in-house' by the WCC Education Service that have the potential to be commissioned externally.
  • Outline how market management (engagement and shape) is conducted and identify opportunities to enrich this.
  • Determine any best practice examples from other Local Authorities when considering the commissioning of services associated with statutory Education duties.
  • Make recommendations for future commissioning arrangements
  • Producing the final product of the review will be a report which outlines the key findings of the review, and a series of recommendations to facilitate improved commissioning arrangements

What are we looking for in the ideal candidate?
  • Relevant understanding of statutory duties associated with Education Services.
  • Relevant experience of conducting an independent review of commissioning arrangements and producing a report outlining findings and recommendations (include an example report/s which shows quality of work produced)
  • Able to demonstrate previous delivery of the specification on previous Commissioning Reviews
