Overview
As Partnerships and Complex Schemes Manager you will managed complex asset projects on behalf of the Council whilst ensuring high standards in design, sustainability, and commercial objectives. It includes guiding projects from inception to pre-construction, building partnerships with developers and government bodies, and developing specialist housing options. This role demands a skilled professional to manage projects and partnerships to achieve the council’s strategic goals.
Responsibilities
- Leadership: Deputise for senior leadership and represent the directorate in key meetings.
- Partnerships: Forge strategic partnerships to maximise affordable housing delivery.
- Contract Management: Ensure third-party works meet quality and value-for-money standards.
- Operational Oversight: Lead technical teams following industry best practices.
- Development: Plan large-scale housing and mixed-use developments.
- Integration: Align projects with council objectives.
- Housing Delivery: Identify new housing opportunities for specialist needs.
- Project Management: Oversee complex schemes and integrated project teams.
- Compliance: Ensure actions comply with laws and council policies.
- Performance Monitoring: : Track and report project milestones and financial targets.
- Financial Modelling: Manage financial models from project inception to planning.
- Stakeholder Engagement: Build strong relationships with stakeholders and suppliers.
- Risk Management: Conduct risk assessments and recommend actions.
- Reporting: Prepare and present project reports and handle formal inquiries.
- Handover: Ensure smooth project handover and manage snagging procedures.
- Flexible Working: Work across various locations and attend meetings as needed.
Skills
- Proven project delivery record.
- Strong relationship-building with developers and government bodies.
- Commercial awareness and negotiation skills.
- Expertise in managing complex programmes and budgets.
- Creative and experienced in planning and property development.
- Political awareness and professionalism.
- Excellent communication, project management, and stakeholder engagement skills.
- Experience working within a Local Authority a strong advantage.
