This role sits with a public safety organisation, who is based in Chelmsford. They are looking for a Data Entry Clerk on a short-term temporary contract.

Main Purpose of the Role

Receive and progress applications for firearm, shotgun and explosive certificates made to

the Force, including renewals and revocations, building case files and providing guidance and

assistance to the public, officers and other agencies, in order to protect the safety of the

public and to ensure that the Force complies with Firearms legislation.

Main Responsibilities:

  • Receive new and renewal applications for firearm, shotgun and explosive certificates, checking that details are complete, completing the checks as set out in the firearms licensing working practices so that progress can be tracked and escalated if necessary, in order to meet departmental service levels, issuing certificates following approval, ensuring wherever possible that the application process is completed within specified time limits for the department
  • Track the progress of all enquiries made by maintaining accurate up to date records, chasing requests where necessary and passing completed case files on to Enquiry Officers for further investigation, ensuring that all necessary information and intelligence has been gathered in compliance with legislation.
  • Initiate and chase enquiries where certificates have lapsed, issuing renewal notices and updating the National Firearms Licensing Management System (NFLMS) on changes of ownership, requesting further investigation by Firearms Enquiry Officers wherever appropriate, ensuring that accurate records are maintained and that firearms intelligence for the County is as complete as possible.
  • Build upon firearms intelligence held within the department, checking weekly court results to identify, extract and use relevant information, responding to requests for intelligence from members of the Force to assist in the investigation of crime.
  • Maintain up to date knowledge of firearms legislation, weaponry and relevant Force policy, to ensure that correct and appropriate decisions are taken during the compilation of case files and that important information and enquiries are not excluded.
  • Maintain a diary system in relation to own workloads, routinely checking the progress of applications and reports, chasing outstanding enquires, maintaining records in relation to change of address, transfers, cancellations, security reports and notice of sales to ensure that an accurate history of the possession of weapons is recorded in accordance with legislative and policy requirement.
  • Produce and manage a daily expiry list identifying records of concern and tasking relevant actions in relation to this ensuring certificate holders do not fall into illegal possession and take appropriate action to locate/trace the certificate holders and their firearms, tasking via the PNC Bureau to create a Locate//Trace record having exhausted all other avenues of enquiries to locate.
  • Undertake the approval process for variations in line with the current delegated authority list authorised by the Chief Constable assuming responsibility for decision making in these cases.
