Overview:


Utilities (UU) has awarded a Leading Civil Engineering Contractor a multi-year framework to provide the overall management and execution of the larger-scale on-site asset maintenance activities across their estate in the Northwest of England. This includes the provision and management of supplementary engineering services to manage and deliver diverse works, including the provision of a first-generation helpdesk. UU intend to optimise the operation of their water, wastewater, and energy production for effective and efficient management of their end-to-end system.

They are looking for the right candidate to support the Framework Design Manager in coordination of design across the whole of the framework to ensure our statutory duties, obligations under the contract and company standards are met in an effective, efficient and continuously improving service delivering best value incorporating external best practice, innovation and where appropriate technology.

Responsibilities:


  • Working from home, client offices (Lingley Mere/Northern Hub) and the company's Aviator Way offices, and attending sites & design offices across the UU service area.
    * Supporting & administering the framework Design Management function as a service to the 'cradle to grave' Project Managers, including helping to define design scope, parameters and constraints with client stakeholders.
    * Advising on and implementing design strategies for programmes and projects, including advising on the appointment of designers which will include Costain in-house resources, external consultants, specialists and design and build contractors across a multitude of design disciplines.
    * Administering the design management processes, procedures & governance across the MSP contract.
    * Work with the MSP leads within the Lingley Mere office, Northern Hub and other key contacts to assist collating and planning resource demand for engineering and design resource forecasting to optimise utilisation
    * Point of contact with IHE to monitor performance and progress management of the Costain design teams
    * Design package management of design commissions to ensure delivery to programme, budget and quality; providing the primary interface with the work package delivery teams.
    * Supporting a culture of safe, buildable, easily commissioned and operable design solutions through administration of suitable design review processes including HAZOP, ALM, and Eliminating Harm.
    * Monitor compliance with UU technical standards; raising and pursuing challenge where opportunities for efficiency are identified.
    * Monitoring & facilitating adherence of design to MSP design approvals process/workflow, providing input and support into the MSP and United Utilities governance process as required
    * Guiding designers to an appropriate commercial focus with a high level of challenge on project scope and optimal design whilst identifying and mitigating waste and ensuring value for money solutions on a Lowest Whole Life Cost, technically compliant bases. * seeking opportunities to offer client better value through agreed standard deviations
    * Engaging with relevant stakeholders within MSP or United Utilities for support to key solutions and their potential impacts
    * Contributing to consistent and reliable reporting of project/works performance into the MSP systems to create a single version of the truth
    * Reviewing and contributing to the management of change where it affects design.
    * Supporting the MSP team in mitigating key project and programme risks; identifying blockers/issues and contributing to developing solutions to resolve them.
    * Working closely with colleagues and stakeholders to ensure efficient use of design resources, identifying & implementing design efficiencies and ensuring customer satisfaction.
    * Supporting continuous improvement using metrics, external best practice, innovation and technology.
    * Supporting development of systems for efficiency for example review and improvement of design runways and appropriate process and governance.
    * Supporting initiatives for UU's ambition to move from reactive to proactive maintenance.

Skills / Qualifications:

HNC / HND or degree in relevant engineering discipline, Progressing towards a Chartered professional review with relevant chartered body, Driving Licence, 3 Years+ Design Coordination experience preferably in the Water Industry in a Mechanical, Electrical ICA or Civils discipline either in a maintenance, design or capital delivery role or preferably a mix of two or three
