Head of Business Improvement / Housing Strategy Service Delivery
Head of Business Improvement with experience and expertise in housing legislation, regulation, policy and best practice and exceptional stakeholder and staff management, communication and interpersonal skills, is required to join a well established housing association.
SALARY: £77,598 - £89,500 per annum (dependent on experience) + Generous Benefits (see below)
LOCATION: Hybrid role working partly from the office (regular office attendance required for collaboration 1-2 days per week) and the remaining time from home - possible office locations are Ealing, Winchester, Staines or Oxford

We have a fantastic new job opportunity for a Head of Business Improvement with experience and expertise in housing legislation, regulation, policy and best practice and exceptional stakeholder management, communication and interpersonal skills.
As the Head of Business Improvement you will be overseeing, managing and enhancing business improvement functions, including Performance Partnering, Analytics, Policy and Quality Assurance Teams, to elevate customer experience and optimise service delivery across our operational teams.
Working as the Head of Business Improvement you will be responsible for achieving team budget objectives, ensuring financial efficiencies and cost effectiveness.
DUTIES
Your duties as Head of Business Improvement will include:
- Manage multiple teams that offer Operational Service Leads and other managers information and support on all aspects related to service quality, performance, and improvement
- Be responsible for delivering accurate, meaningful, and impactful performance information and improvement initiatives to senior business leaders, committees, and the Group Board
- Implementing strategies through effective team communications, aligned projects, and clear objectives. Monitoring the execution and success of initiatives to ensure they meet business goals
- Help shape and embed strategies that foster a culture of continuous improvement, focusing on value for money and enhance customer experience, utilising LEAN systems thinking where appropriate
- Empower service leads to implement strong performance management frameworks in Operations, ensuring alignment with strategy, ownership, accountability, and performance oversight
- Represent, promote, and benchmark organisational performance externally through G15 networks, Local Authority relationships, and third-party partnerships, maintaining a consistent, professional, and positive image
- Recruit, manage, develop, and support direct reports to achieve the highest performance standards, in line with internal and statutory procedures, including GDPR, and the Group’s Health & Safety and Equality & Diversity Policies
- Identify and monitor operational risks in the Group’s risk register, fostering effective compliance and risk culture with a focus on customer values
CANDIDATE REQUIREMENTS
- Educated to degree level or equivalent (e.g. NVQ Level 6)
- Proven experience / expertise in housing legislation, regulation, policy, and best practices
- Experience of embedding strategy and driving delivery / monitoring plans, leading, and supporting senior leaders
- Experience in LEAN systems thinking training or in a senior role within Business Improvement
- Demonstrated capability to collaborate effectively within a senior management team and with direct reports to achieve impactful results and outcomes
- Exceptional stakeholder management, communication, and interpersonal skills
- Proven ability to prepare and deliver persuasive, high-quality reports, complex information, and presentations both in writing and verbally
