Head of Planning
  • Location: Swindon
  • Job Type: Full-time, 6 Month Contract, ASAP
  • Up to £750/Day (Ltd/Umbrella)

We are seeking a Head of Planning to oversee the strategic planning function within the local authority, ensuring delivery meets statutory duties and contributes to the economic, social, and environmental capital of the area. This role requires a seasoned professional who can provide strategic leadership and management of planning functions, ensuring modern, efficient, and effective outcomes for the Borough.

Day to Day of the role:

  • Lead and manage the strategic planning, infrastructure, delivery, and growth services in alignment with Council priorities and financial targets.
  • Strategically manage large revenue and staff budgets, as well as locally funded capital investment programmes.
  • Develop a coordinated strategic infrastructure delivery strategy that integrates all areas of the Council.
  • Serve as the lead officer and professional planning advisor for the Planning Committee.
  • Coordinate with external consultants, partners, and expert consultees to ensure effective contribution to the service.
  • Deliver innovative solutions to achieve outcomes for residents.
  • Produce and review the Local Plan and supplementary planning documents.
  • Collaborate with senior officers, elected members, and partners to achieve outcomes.
  • Lead partnerships with strategic delivery agents for place-making and customer-focused service solutions.
  • Embed carbon neutrality in policy and practice, contributing to the Council’s climate change objectives.
  • Oversee statutory and regulatory activities to meet local priorities and statutory requirements.
  • Secure external funding for key economic development and infrastructure projects.

Required Skills & Qualifications:

  • Substantial knowledge and senior-level leadership experience within a Local Authority environment.
  • Successful change management experience, with the ability to implement new policies and practices.
  • Strong financial management skills, including budget formulation and income generation.
  • Proven track record in performance management and leading multi-disciplinary teams.
  • Extensive experience supporting decision-makers and working with strategic partner organisations.
  • Experience in scheme delivery within a development context.
  • Degree level education or equivalent, with relevant experience.
  • Membership or eligibility for membership of a relevant professional body.
