Purpose of the job

The purpose of this role is to provide advice on the management and development of assets including the disposal of assets which have been identified as surplus and so are available for disposal. The primary focus will be on assets to be sold to the Council’s wholly owned development company Bexley Co.

Duties include

  • To give professional property advice as requested to help facilitate decision making and to interpret legal documents and legislation as required.
  • To be responsible for progressing property disposals for the Bexley Co Development Programme.
  • To work on the delivery of major disposal projects. This will involve ensuring that disposals progress at speed and comply with section 123 under the Local Government Act 1972.
  • To provide an effective development advice service on all aspects of land and property development including site assembly, planning and legal aspects.
  • To provide effective negotiation and valuation advice on various complex projects, land and property disposals and acquisitions in order to support the Council’s development. Regeneration, housing and other capital investment schemes.
  • Provide effective certification of property transactions and proper accountability is taken for the discharge of the Council’s statutory duties in relation to disposal of land and property assets t Bexley Co.
  • To manage Council-owned property, prepare reports on relevant issues (such as condition, usage, compliance with covenants etc.) and undertake appropriate remedial action in the best interests of the Council.
  • To use and maintain up to date property information on the Council’s database and management system Technology Forge. (Civica).
  • To undertake comprehensive property reviews to identify opportunities for service improvement/financial gain and regeneration and growth benefits.
  • To undertake complex valuations, development appraisals and prepare business cases to assist senior managers in their decision-making process.

(a) Education and formal training

Full membership of RICS or relevant professional qualification in a property related field.

Educated to degree level (or similar)

(b) Experience and Knowledge

Post qualification experience in the areas of valuation, asset strategy, Development Appraisal, Disposal and acquisition, preferably obtained in a Local Authority or other public sector organisation.

(c) Relevant technical experience, knowledge & skills/abilities

A focused collaborative approach to working within a team and with internal stakeholders.

A positive approach to excellent customer service, delivery and high standards.

Excellent knowledge and understanding of strategic asset management in a local authority or other public sector organisations.

Knowledge and experience of developing complex investment programmes.

Experience of leading a team and being able to motivate.

Competent decision maker.
