Our Local Authority client are looking for an Interim Treasury Consultant to join them on an temp basis for either 3 or 4 days per week.

The successful candidate will have a proven track record working within a Treasury & Pension department within a Council.

The Role

  • Responsible for managing the Council's investment portfolios, including overseeing banking relationships and Urgent Chaps & International payments.
  • Manage on a day to day basis the Council's cash flow position to ensure surplus cash is invested in line with the Council's counterparty list and all transactions are executed correctly and within the controlled environment including ICD Trading platform for Money Market Fund investments.
  • Operate and maintain the Council's Treasury Management System. Producing the Monthly Borrowing Submissions, Treasury Investment & Borrowing Report, Treasury Annual Strategy and other useful reports as required.
  • Monitor senior officers and committees including audit and corporate governance, cabinet and Council.
  • Compile full reconciliation of treasury codes, financial accounting and all year end entries.
  • Manage the Council's cash flow on a daily, medium and long term basis within the parameters of the Treasury Management Strategy and ensure the security of the Council's investments while securing the best rates of interest after that primary goal is met .
  • Understanding and advising on the financial environment and its impact on the Council's treasury activities
  • Understand the Council's debt requirements and advise senior officers on how to finance borrowing requirements.
  • Understand and analyse the Council's balance sheet position and using this to inform the treasury position
  • Be responsible for the controlled environment of the treasury function and financial reporting for the treasury management function
  • Support the Head of Treasury and Pensions with the strategy for treasury management
  • Responding to Freedom of Information (FoI) requests relating to Treasury & Pensions function
