Working to the G6 head of the pathogens team and Deputy Director Global and Emerging Hazards, you will lead on implementing Workstream 2 in the National Biosurveillance Network. Workstream 2 is the part of the programme that will ensure that end customers, including senior decision makers, will be provided with valuable alerting to potential disease outbreaks and context relating to them, both national and international.

The post holder will need to:

  • Lead the development of a suite of new products to meet customer requirements for NBN reporting. Early work to determine customer requirements is commencing but is likely to require substantial refinement by the post holder;
  • Work with data science and data operations leads to ensure that the data platforms are suitable for subsequent analysis and assessment, and that algorithms for automated detection of potential outbreaks are selected and trained appropriately;
  • Determine the requirement for analytical and assessment resource to support an NBN pilot project, and lead this team in producing trial outputs.
  • Determine the likely enduring requirement for analytical and assessment resource to deliver NBN outcomes at full operating capability.

The post does not come with formal line management responsibility, but it is expected that the postholder will be working across the Directorate to secure interim support for pilot analytical and assessment work and to lead them in delivering this.

Main Duties of the Job

• Successfully managing your time, working at pace to progress multiple competing tasks to drive forward Workstream 2 in the NBN programme.

• Working with NBN delivery partners to supervise the capture, collation, and analysis of data on a variety of public health issues, from a range of sources including UKHSA held datasets, NHS data, open-source, bilaterally shared or and cross Whitehall partners.

• Work across the AHI Directorate and with wider One Health partners to supervise and guide the development of NBN trial analytical products to meet customer requirements

• As the programme develops, determine the size and laydown of enduring effort required to deliver NBN outputs.

• Building up expert knowledge of operations, stakeholders, digital solutions

Provide ad hoc support to the Division and Directorate on responses to Parliamentary Questions, FOI requests, and crisis / contingency support, ensuring learning is captured for NBN programme purposes.

Essential Criteria

  • Proven assessment and analytical skills, ensuring analytical outputs (including complex data and analysis) take into account wider context and deliver a clear set of 'so what’ implications for decision-makers.
  • Experience working with large datasets and / or data quality management
  • Personal resilience, flexible and adaptable to change, with demonstrable experience of working at pace to competing deadlines and priorities across multiple projects in a challenging and complex environment.
  • Ability to develop strong, positive working relationships with stakeholders - across the Directorate, the DG area, and with wider One Health colleagues - quickly and effectively to enable cross-team and cross-organisation working and coordination.
  • Strong communication skills (both written and verbal) and ability to communicate with and influence seniors and peers.

Desirable criteria

  • Experience of working with artificial intelligence algorithms for detecting anomalies from a baseline in complex datasets.
  • Qualification or membership of professional analysis bodies.
  • Previous experience of using data to support public health / infectious disease surveillance programmes.
