Overview

  • Lead the delivery of specific work streams focused on a Deposit Return Scheme for drink containers.
  • Support with the development of a business case seeking to clarify and secure the additional people resources needed across the programme. The business case will follow the established five stage process to cover: Strategic Case, Economic Case, Commercial Case, Financial Case and Management Case.

Duties and responsibilities

  • Develop business cases following a five-stage process.
  • Co-ordinating legislation delivery.
  • Engaging with Local Authorities to ensure they are prepared for the impact of the Scheme.
  • Overseeing the delivery of evidence studies and pilots, assessing research, data and analysing issues to inform implementation, including the commissioning of the provision of external services as appropriate.
  • Establishing effective external relationships and representing the organisation at external meetings, including engaging with key stakeholders within different sectors.
  • Optimising the effectiveness for Wales and providing evidence to assure Ministers that reforms being taken forward on a UK-wide basis would deliver against the baseline in Wales.
  • Working closely with wider programme structures, business planning and delivery teams to deploy resources, escalate issues where appropriate and provide accurate and timely updates to senior level board structures.
  • Leading a communication engagement plan for stakeholders, working closely with communications colleagues and delivery partners to deliver a nationwide campaign to prepare stakeholders for implementation of the regulations.
  • Leading all relevant Ministerial and government business, producing briefings etc, including in support of Senedd Committees' scrutiny sessions.

Skills and experience required

  • Proven policy delivery experience at SEO level or above
  • Proven experience working for a government organisation.
  • Experience working on people resourcing issues would be valuable.
  • Experience working on sustainability/ environmental policy would be advantageous, though not essential.
  • Experience developing business cases using the Five Case Model methodology (my client has examples of relevant cases prepared by government which can be drawn from, so you wouldn't be starting from a 'blank page', but experience of business case development and people resourcing issues would be valuable).
