Procurement Manager

We are seeking a Procurement Manager to provide a professional, high standard and effective Contract & Procurement (C&P) management function. The role involves offering C&P management advice, ensuring effective procurement activity, and managing procurement-related activities to meet business objectives and contractual obligations. The successful candidate will identify and manage risks, implement robust financial and operational controls, and ensure ongoing competitiveness through innovative terms and adaptive processes.

Day to Day of the Role:
  • Plan, manage, and deliver competitive tenders and support the creation of compliant frameworks/Dynamic Purchasing Systems (DPS).
  • Review and approve contracts, Statements of Work (SOW), Variations, Extensions, Change Notices, etc.
  • Lead or assist with procurement and contract negotiations to ensure products and services are procured on competitive terms.
  • Provide advice on contracting and procurement practices and procedures.
  • Ensure business opportunities are not stifled by risk-aversion and that contracts achieve positive economic outcomes.
  • Provide contract management governance, ensuring compliance with UK procurement legislation and public body requirements.
  • Maintain the contracts database and work closely with the Legal and Finance teams to ensure adherence to broader finance and risk requirements.
  • Communicate signed contracts to all relevant parties to support implementation.
Key Contacts:
  • Internal: Legal and Procurement, Finance team, Core Services, and various project managers and colleagues across the organisation.
  • External: Department for Transport, Great British Railways Transition Team, Network Rail, Train Operating Companies, Suppliers, and Advisors.
Required Skills & Qualifications:
  • Educated to Degree Level or relevant Contract & Procurement management experience.
  • MCIPS qualification or working towards it is desirable.
  • Knowledge of English Contract Law, and UK/EU/Government procurement regulation.
  • Understanding of accounts of commercial organisations.
  • Experience in a Contract and Procurement role.
  • IT/Software procurement experience is desirable.
  • Supplier and contract management experience, including with prime and sub-contractors.
  • Proficiency in Microsoft Office, particularly MS Word and Excel.
  • Experience of drafting contracts, Service Level Agreements, and other similar documents.
  • Strong analytical and problem-solving skills.
  • Experience in environments where success depended on services contracted to an external supplier.
  • Public Sector Procurement Legislation experience is desirable.
  • Managing risk experience is desirable.
