We require a Procurement Officer to cover an existing workload within Lancashire Constabulary, based in Hutton HQ, Saunders Lane (Office based).

This is an interim position for an initial 3-6 months with the potential to be extended, dependent on workload.

Job Purpose:

  • To provide a high-quality procurement function to the Constabulary, supporting the Procurement and Contracts Manager.

Skills and experience needed to be successful in this role:

  • Experience of negotiating and influencing with internal and external stakeholders.
  • Knowledge and experience of interpreting and applying specific relevant legislation e.g. Procurement Directives and Public Contracts Regulations.         
  • Knowledge of the National Procurement Strategies.
  • Knowledge and experience of public sector procurement processes.
  • Knowledge of Category Management based approach.
  • Experience of market testing initiatives for goods.
  • services and works of significant value. 
  • Experience of leading high level spend / complex projects.         
  • Experience of delivering projects in line with contractually agreed costs. 
  • Experience and application of evaluation methodology tools for tender analysis.
  • Experience of using e tendering systems.
  • Experience of undertaking supplier engagement initiatives and high-level contract review meetings.         
  • Experience in the production and analysis of management information in order to support procurement recommendations.        
  • Experience of the preparation of reports and delivery of presentations in order to influence buying decisions.           
  • Knowledge of the role the various stakeholders play within the procurement environment.
  • Experience of initiating and recommending projects and initiatives to achieve value for money.
  • Experience of working effectively as part of a team, organising and prioritising own workload.      

This role offers a competitive salary of £14.17 per hour PAYE (Umbrella rate TBC) and you’ll be working via Reed who offer great benefits such as discounts, cashback offers and more as well as weekly pay.
