Programme Manager

Venn Group is working with a Local Authority to recruit an Interim Programme Manager, as part a of team being formed to design and deliver a new council-wide Target Operating Model.

The aim of the new Target Operating Model is to improve service delivery, enable financial savings and unlock new streams of income for the council.

The current programme team are currently in the discovery phase, to define the As Is state across services, to inform the development of the new model. The team will then undertake detailed service planning and redesign to build the To Be state. Running parallel, there will be directorate-focused transformation projects, that will deliver efficiencies and tie in with the future target operating model.

Key Responsibilities of the Interim Programme Manager:

• Responsible for managing the programme team, including Project Managers, Project Officers, Business Analysts and matrix management of additional staff
• Enable the development of a Target Operating Model which incorporates opportunities for change and improvement and ultimately delivers improvements and financial efficiencies
• Establish and run the oversight & governance of the workstreams and projects that make up the programme
• Provide advice, guidance and direct support to enable the successful delivery of projects and programmes
• Coordinate and  manage resources across the workstreams
• Working with the Target Operating Model Lead to support the design of the new model
• Review and develop structures, procedures and working methods to ensure an effective and efficient approach to the delivery of services
• Develop detailed reports and business cases
• Represent the Council and Programme Team at internal and external meetings

Interim Programme Manager - Key Information:

• Rate: £600 umbrella
• IR35 Status: Inside
• Location: South of England
• Working pattern: 3 days per week onsite
