We have an exciting opportunity for a Purchasing Clerk to work for Leicestershire Police at their headquarters in Enderby Leicestershire.

This role is initially for 6 months with a view of being extended thereafter. You will be working full time hours Monday to Friday 37 hours a week.

PLEASE NOTE DUE TO POLICE VETTING CRITERIA YOU MUST HAVE RESIDED WITHIN THE UK CONTINUOUSLY FOR AT LEAST 5 YEARS AT THE TIME OF APPLICATION, UNFORTUNATELY ANYTHING LESS THAN THIS WILL NOT BE CONSIDERED.

JOB PURPOSE - To maintain purchasing systems for the supply of goods and services to Leicestershire Police staff and departments. To advise and guide Leicestershire Police officers and staff on the use of purchasing systems and to provide first line support for purchasing activity

Core Responsibilities/ Accountabilities

Operational: Undertaking duties in the Force Headquarters Procurement Office, including the following tasks:

  • Providing Administrative Support to the Procurement & Contracts Teams
  • Maintaining/Monitoring/Updating Business and Procurement Associated Systems
  • Maintaining the Procurement & Purchasing Intracnet Site
  • Manage system approvals and reconcilliation of purchases from suppliers

Communication:

  • To facilitate/participate in contractual meetings with internal and external customers/suppliers where required

Administration:

  • To review and update as information held in the Force's electronic purchasing system such as catalogue items, prices, and information held on suppliers.
  • To review requisitions to ensure accuracy of prices, descriptions and suppliers, making changes as required. To source products and services to fulfil requests.
  • To review outstanding deliveries and liaise between suppliers and end users to ensure outstanding deliveries are received, rectifying any problems on own initiative.
  • To review orders placed and use reporting tools to ensure purchase orders are compliant with procurement requirements. To ensure that catalogue items added are used in accordance with procurement requirements and that expenditure is appropriate.
  • Assisting end users at all levels in the placing of requisitions by providing first line training support and assistance.
  • Reviewing, and approving or rectifying discrepancies between purchase orders and invoices. Challenging any price discrepancies with suppliers and obtaining credit notes where required.
  • To administrate ad-hoc purchasing systems (such as on-line stationery ordering/travel booking) and provide training support and guidance on their use where needed.
  • To process requests for ad-hoc purchases such as the below, ensuring value for money is provided:Hotel bookings; Rail, ferry and flight tickets, and other travel sundries; Hire vehicles; Ad-hoc credit card purchases
  • to provide ad hoc cover raising requisitions for end user departments, as required.

General:

To undertake other duties and provide general support within the Procurement and Support Services department.

Essential Criteria

  • To hold GCSE level grade 'C' or equivalent in English Language and Mathematics and / or to be able to demonstrate work experience using English and Mathematics to that standard.

  • Demonstrate the ability to, or experience of:

    • Handling data, accurately inputting, retrieving and searching for information on computer databases.
    • Setting up and managing effective filing systems both electronic and paper based.
    • Ensure that written and spoken communication is accurate and well structured.
    • Working to strict deadlines in a pressurised environment whilst maintaining accuracy and attention to detail.
    • To have significant experience of using electronic purchasing and / or financial systems
  • Are physically fit enough to lift and transport heavy objects, with the assistance of equipment if required. Reasonable adjustments considered in light of the Equality Act 2010.

  • Ability to use your own initiative to find solutions to overcome difficult issues

  • To have experience showing other members of staff how to use IT systems (Finance System to raise purchase orders, and suppliers online systems, Stationery contract, Travel bookings)
