Senior Bid Manager – Public Sector (CCS & Outsourcing Frameworks)

Location: UK Remote

Package: FTC 3 Months - £8k-£10k per month. (Transition to full time role).

**Initial 3-Month FTC - Transition to Permanent Role

About the Role

We are seeking an experienced Bid Manager with deep expertise in public sector procurement, Crown Commercial Service (CCS) frameworks, and BPO/BPM outsourcing bids. The successful candidate will lead high-value, complex tenders, ensuring compliance, maximising win rates, and driving revenue growth within the UK public sector.

This role requires a strategic thinker with strong bid management, sales acumen, and stakeholder engagement skills to secure long-term contracts and expand our presence across key government and public sector accounts.

Key Responsibilities

  • Bid & Tender Leadership
  • Lead end-to-end bid management for public sector tenders, including Pre-Qualification Questionnaires (PQQs), ITTs, RFPs, and Dynamic Purchasing Systems (DPS).
  • Develop winning bid strategies, ensuring alignment with evaluation criteria and scoring mechanisms.
  • Coordinate cross-functional teams (Sales, Legal, Operations, Finance) to produce compelling, compliant, and commercially viable proposals.
  • Conduct bid reviews, risk assessments, and compliance checks to enhance submission quality.
  • Analyse bid feedback, refine processes, and implement best practices to improve future win rates.
  • Public Sector Framework & CCS Management
  • Manage CCS frameworks (e.g., RM6229, RM6160) and other public sector procurement routes (G-Cloud, DOS, etc.).
  • Ensure compliance with procurement regulations (PCR 2015, Social Value Act, Cyber Essentials, etc.).
  • Maintain framework documentation, track renewals, and identify new framework opportunities for expansion.
  • Monitor contractual obligations, KPIs, and reporting requirements to ensure adherence.
  • Sales & Account Growth
  • Work closely with the Sales and Account Management teams to convert tender wins into long-term contracts.
  • Identify upsell/cross-sell opportunities within existing frameworks.
  • Develop client engagement strategies, including presentations, negotiations, and post-submission clarifications.
  • Build strong relationships with public sector procurement teams, CCS, and key decision-makers.
  • Market Intelligence & Competitive Strategy
  • Conduct market research to track public sector procurement trends, policy changes, and emerging opportunities.
  • Benchmark against competitors, analysing bid performance and refining our positioning.
  • Provide insights to shape business development strategies and enhance win probability.

Essential Skills & Experience

  • Proven track record in public sector bid management, with CCS framework expertise and a strong win rate.
  • Experience in BPO/BPM outsourcing bids (e.g., contact centres, back-office operations, digital transformation).
  • Strong understanding of public sector procurement rules, compliance, and evaluation methodologies.
  • Ability to structure compelling bids, including value propositions, case studies, and commercial models.
  • Excellent project management skills, with the ability to manage multiple bids under tight deadlines.
  • Strong negotiation, stakeholder management, and presentation skills.
  • Commercial acumen – ability to assess pricing strategies, risk, and profitability.
  • Familiarity with IT/digital solutions in a public sector context (desirable).

Desirable Qualifications

  • APMP (Association of Proposal Management Professionals) certification (or equivalent).
  • Knowledge of social value, sustainability, and ESG requirements in public sector bids.
