Interim Senior Finance Analyst – HRA

Location: London, hybrid 2 days on site

Length: 3 months (Possibility of extension)

IR35 Status: Inside

The role supports the Head of Finance in developing the overall sound financial framework that helps to ensure viable, value for money and timely investment in housing and estates. It contributes to the overall HRA financial strategy and a long term stability of the HRA Business Plan by ensuring the appropriate balance between investment in new housing, existing stock and services.

Key Responsibilities of the Interim Senior Finance Analyst:

  • Practical experience of preparing the HRA annual statement of accounts from start to finish and dealing with subsequent audit queries
  • Practical experience of annual housing rent setting and tenants’ service charge reviews
  • Knowledge of maintaining financial models for rent setting, service charge reviews and the HRA Business Plan
  • Experience of supporting the preparation of HRA budgets for the council’s annual Medium Term Financial Strategy (MTFS) review
  • Experience of submitting financial data for the annual core benchmarking exercise to enable comparison with other housing bodies
  • Experience of preparing and submitting statutory housing returns – LAHS / LADR / RO / RA
  • A line management responsibility for two Finance Analysts and supporting Graduate Trainees that work on rotational basis
  • Ensuring budget monitoring position is understood and mitigating corrective action taken where an overspend is projected
  • Participating and networking with external parties and partners nationally

Key Skills of the Interim Senior Finance Analyst:

  • Provide robust and clear financial advice to senior stakeholders, presenting information on all financial matters relating to the HRA to committees and forums as required
  • Managing the monthly financial monitoring
  • Assisting in the submission of and understanding of various statutory and benchmarking returns, as well as bidding documentation
  • Providing finance consideration on all reports for governance purposes
  • Overseeing budget modelling to determine financial impact of future service demands, changes in legislation and other factors determining resource requirements
  • Reviewing benchmarking information and supporting the service with identifying action plans for efficiencies and savings
  • Supporting the delivery of projects with a complex financial implications or strategic projects
  • Supporting services in identification of funding sources for projects and preparation of bidding documentation
  • Closing the accounts annually, ensuring statutory deadlines are met
  • Offering innovative financial solutions to the delivery of projects in a constrained budgetary context, including meeting annual efficiency targets
  • Reviewing the viability and value for money of various development schemes ensuring they comply with the overall financial framework for the HRA and grant conditions include RTB and GLA funding criteria
  • Reviewing proposals for estate regeneration schemes to maximise viability including undertaking scenario modelling on tenure mixes and phasing;
  • Maintaining awareness of the wider housing political and economic climate including assumptions around costs, market conditions, alternative/additional forms of financing and how these can be used to maximise housing supply

Qualifications:

  • Member of an appropriate professional body by examination e.g. CIPFA, or other CCAB body; plus evidence of continuing professional development (CPD)
