Job Purpose

To oversee and co-ordinate the various aspects of ICE Clear Europe's (ICEU") operational resilience framework. As a financial market infrastructure providing clearing services to global ICE exchanges and Clearing Members, clearing over five million derivative contracts daily across multiple asset classes (energy, interest rates, equities and agriculture), ICEU's resilience to and recovery from service disruption events is of vital importance.

The role will report to and work closely with ICEU's Chief Operating Officer, will require extensive engagement and co-ordination with members of ICEU's Senior Management Team, critical first line teams such as Risk, Treasury and Operations, the second line risk oversight team and with wider ICE group functions such as Technology, Information Security, Business Continuity and Third-Party Risk Management.

The role will co-ordinate and oversee the routine review of certain ICEU policies and procedures, the planning, co-ordination, execution and documentation of test exercises, reporting results and proposed resiliency enhancements to ICEU's Senior Management and Board and engaging, where appropriate, with ICEU's regulatory authorities.

Responsibilities

  • Organise, plan and develop the ongoing programme of resilience testing, including physical exercising of business continuity and disaster recovery arrangements, crisis management and extreme but plausible scenario-based exercises.
  • Co-ordinate ICEU's participation in regulatory-led or industry-wide exercises.
  • Document test results, lessons learnt and articulate any new risks and vulnerabilities identified, as well as developing and executing mitigation and/or remediation plans.
  • Perform critical reviews of the overall framework, in liaison with second and third line risk teams, in order to propose and drive enhancements where appropriate, in line with industry best practice.
  • Co-ordinate annual reviews of the framework to ensure that important business services, impact tolerances and extreme but plausible test scenarios remain appropriate for the business, and that dependency mapping is adequately documented.
  • Function as direct line manager to one Operational Resilience Analyst, ensuring that performance goals and development plans are set, reviewed and assessed routinely.
  • Co-ordinate and contribute to routine reviews of related ICEU policies and procedures, such as Operational Risk & Resilience, Business Continuity and Disaster Recovery, Outsourcing & Third-Party Risk Management. This will include presenting proposed changes to relevant governance forums such as ICEU's Executive Risk Committee and Board of Directors.
  • Support first line teams to ensure that business continuity plans across ICEU are aligned to policy requirements and best practice.
  • Ensure that incident management procedures are understood and embedded across ICEU in co-ordination with Operations.
  • Engage with ICEU's senior management routinely, governance committees and Board regarding test results, conclusions and areas for enhancement.
  • Provide support to the COO/CTO on oversight of relevant IT outsourcing arrangements, including ensuring appropriate measures of performance are in place.
  • Assist first line teams with risk assessments of third party service providers and associated resilience testing.
  • Engage with ICEU's regulatory authorities where appropriate, including contributing to assessments of compliance with regulation such as the Bank of England's Operational Resilience Supervisory Policy and the EU's Digital Operational Resilience Act (DORA).

Knowledge and Experience
  • Experience in a similar operational resilience role within the financial industry.
  • Knowledge of regulatory policies relating to operational resilience and third party risk management.
  • Demonstrable track record in delivering resilience-related enhancements.
  • Experienced people manager with a track record of developing staff.
  • Experience in reporting to Executive and Board-level committees.
  • Ability to work collaboratively to influence and deliver enhancements.
  • Strong written and verbal communication and presentation skills required.
  • Strong academic record including a relevant degree (or equivalent).
