Senior Procurement and Contracts Officer

An exciting opportunity has arisen for a Senior Procurement and Contracts Officer to join a Local Authority Corporate Services team. Reporting to the Procurement and Contracts Manager, this role is crucial in shaping the Council's procurement strategy and ensuring compliance with all relevant legislation and regulations.

The Senior Procurement and Contracts Officer will work collaboratively with the specific Procurement and Contracts Manager and relevant stakeholders to deliver successful strategic procurements solutions, effective contract management, including purchasing and sourcing. In addition, deliver small to medium value procurements through the end to end process.

Key Responsibilities:
* Support directorate procurement activities and manage the integrated online procurement system.
* Provide comprehensive training and guidance on procurement practices, laws, and system usage.
* Review tender documents to ensure legal compliance.
* Monitor procurement practices for adherence to regulations and take corrective actions as needed.
* Develop and implement the Council's procurement and contract management strategy.
* Maintain accurate records of supplier contacts, contracts, and procurement data.
* Stay updated on procurement legislation and best practices, disseminating information as necessary.
* Ensure the Council's procurement strategy aligns with economic, social, and equality objectives.
* Manage apprentices, ensuring professional advice and training delivery.

Requirements:
* Extensive knowledge of local authority procurement law and best value frameworks.
* Experience in procurement and contract management practices in a large, complex environment.
* Strong leadership and communication skills, with the ability to inspire and influence others.
* Demonstrated ability to manage projects, plan workloads, and meet deadlines.
* Experience in staff management and building effective working relationships.
