The team is currently short staffed and is due to undergo a piece of transformational work to refit it into the business ensuring the requirements and obligations of the new Procurement Act are implemented and embedded.

A, Criticality for Business - In order to stabilise the operations of the Construction & FM category, in line with the other two categories, this post is essential to give suitable management and guidance to the workstream and support =the new Senior procurement roles in the reorganisation of the team.

B, Link to wider organisational objectives/plans - Linked to MTFS 1% saving and wider culture change programmes.

C, Impact on Service if post is not recruited to. This is a critical role for the team to give stability to day-to-day operations.

E, Provide benchmarking data for daily rate of Agency staff recruitment, especially where the rate is £250 and above. As above.

A Candidate will have an advantage if he/she has experience of the following; • Significant experience of over threshold procurements (including frameworks)

Experience of carrying out call-offs from frameworks

Experience of using large Public Buying Organisations(PBOs) frameworks for Call- Off Contracts e.g. ESPO, YPO and CCS

Experience of using London Tender e-procurement Portal (Proactis)

At least two years experience within the Construction and Facilities Management environment within a Local Authority or other equivalent Public Body

Candidate has a working knowledge of construction procurement protocols, including terminology. Must also have an understanding of the Construction Project i.e. RIBA Work Stages both pre-construction and construction activities • experience of using the JCT Suite of contracts for construction
