Reed Talent Solutions are currently working with a Huddersfield based Local Authority to recruit a Strategy & Performance Manager on a permanent basis. The post-holder will work with colleagues across the organisation and with partners as a change agent and ensure positive outcomes for the service area, and for Homes and Neighbourhoods residents and stakeholders.

  • Salary: £54,317

Key Responsibilities

  • Lead and co-ordinate HRA related Capital and Revenue investment programmes across Council Housing. Support the Head of Service in establishing overall asset strategies, related investment profiles and options appraisals based on up to date and reliable asset data.
  • Establish and implement 5-year Capital/Revenue programmes based on agreed strategic priorities.
  • Co-ordinate the collection, management and use of asset and condition data to enable programmes and packages of work to be produced. Work collaboratively with colleagues and other key enablers and partners to develop and deliver proposals, commissioning specialist input where required.
  • Support the team to introduce and implement standard Operating Procedures in line with Service EFQM approach. Reviewing and updating procedures to reflect changing circumstances and learning.
  • Contribute to the development of the team approach to data and intelligence.
  • Establish key relationships to ensure a holistic approach to planning and programming.
  • Champion the delivery of the Asset Management Strategy, ensuring that policies and plans help us to deliver the Housing Standard.
  • Oversee a team of asset/technical specialists and line management of managers assigned in the structure

Essential Criteria

  • Degree in a Construction, Housing or Project Management discipline or equivalent.
  • Professional membership of R.I.C.S/C.I.O.B, CIH or APM. Desirable Prince 2, MSP, APM qualification or equivalent
  • l Proven ability to deliver a multi-faceted asset management strategy with sound knowledge and experience of programme and project management methodologies
